Apple's car-building project "Titan" has struggled for eight years. In the past eight years, there have been four changes in the executive in charge of the project. Apple Car Project

Regarding Apple electric car project, here is what an insider has to say

Apple is internally targeting a launch of its self-driving car in four years, faster than the five- to the seven-year timeline that some engineers had been planning for last year. But the timing is fluid, and hitting that 2025 target is dependent on the company’s ability to complete the self-driving system – an ambitious task on that schedule.

Apple needs its production bases to be in the U.S. and not anywhere else. The company will not accept Mexico and will certainly not accept China. Apple also needs a supply chain system of batteries, screen panels, and semiconductors.

The design is not a problem for Apple, this aspect appears to be Apple's strength. The company will not also struggle with software as shown by its recent electric car patents. However, It will have to rely on Asia for supply of other components.
